Transit of Rahu in Pisces Sign and Hight Profile Court Cases in Supreme Court of India

Rahu (Moon’s North Node) is going to move into Pisces sign, as per its true motion, on the coming 29th of November. As per the mean motion it is already in Pisces sign since 30th of October this year. In the true motion of nodes, we consider their direction and stationary movement, thus a gap of few minutes in longitude comes when compare with their mean motion where they are always in retrograde position. The transit of Rahu from Pisces sign for about 1.5 years will be highly significant for India as the Pisces is the sign of the ascendant in the foundation horoscope of the Republic and also the Supreme Court of India. I had discussed earlier the foundation horoscope of the Supreme Court of India at this blog in my post Mercury Dasha in the horoscope of Supreme Court of India in July 2021. In that article i had forecasted the Supreme Court may deliver some historic judgements in next 3 years and appointment of new judges in the court will also take place.

In the month of February this year 5 new judges were appointed by the CJI (chief justice of India) and now recently on the 9th of November with the appointment of 3 new judges the apex court has reached its full strength of 34 judges. The Supreme Court has recently reserved its judgement on the matter of electoral bond case and also on the Article 370 Abrogation matter. The hearing on the ‘Delhi-NCR Air Pollution Case’ is also going on at present. Apart from these three important cases the Adani-Hindenburg matter and Disqualification Proceedings against Maharashtra MLA’s case are also under consideration of the apex court. Astrologically we are expecting the matter of reservation will also come for a hearing at the Supreme Court of India especially the case of Bihar’s 75% reservation and the ‘Maratha Reservation’ matter of Maharashtra state.

The current chief justice of India ‘Justic Chandrachud ‘ is schedule to retire on the 10th of November 2024 and before this date he will give some landmark judgements on some of the above-mentioned important cases. Apart from this the limit set for the number of judges in the apex court may also be increased which at present is 34 including the chief justice.

The current chief justice of India D.Y. Chandrachud  took oath of the office on the 9th of November 2022 at 10:04 hours at Delhi when Sagittarius lagna was rising and the Moon was in the Taurus a fixed sign. The fiery sign Sagittarius rising at the ascendant will make him very dynamic at his office. I had earlier predicted using this oath taking chart that he will make some harsh comments at the ruling government’s decisions very soon. The same astrological observation is coming true as evident from his recent remark on Punjab and Tamil Nadu governor’s obstructionist tactics of delaying bills passed by state legislators. Narendra Modi government’s policy of using ‘hostile governor’s in the opposition ruled states will now come under the hammer of apex court sooner or later.

Important Feature’s of Justic Chandrachud  Oath Taking Chart

The noticeable point in his oath taking chart is the presence of  Venus, Mercury and Sun in the 11th house which are making a very good Raja Yoga and also a Dhana Yoga. Sun as the 9th lord in conjunction with the 10th lord Mercury is a good Raja Yoga. The aspect of 2nd lord Saturn on the 11th lord Venus and 9th lord Sun is a very good Dhana Yoga in his oath taking chart. It is no surprise that during his tenure the apex court has achieved the full strength at his bench of 34 judges as may new appointments have taken place during this year.

Now at present the Vimshottari Dasha of  Sun and Anter Dasha of Saturn is running in the oath taking chart of CJI D.Y. Chandrachud  from 19 September 2023 to 31 August 2024. Earlier i had analysis his oath taking chart in my post ‘Saturn in Aquarius and Hight Profile Court Cases in Supreme Court‘ published on the 4th of August 2023. In that article i had successfully predicted the major relief for Rahu Gandhi in the defamation case of ‘Modi Surname remark’ he was facing at that time which had terminated his lower house (Lok Sabha) membership then. Rahu Gandhi’s Lok Sabha membership was restored on the 9th of August 2023, just 5 days after my prediction on his chart and also on the oath taking horoscope of CJI. This prediction of mine about Rahul Gandhi’s Lok Sabha membership being restored was also published at Hindu New Paper Navbhart Times dot com website.

Role of Sun-Saturn or Saturn-Sun Dasha

It is a cardinal rule of mundane astrology that dasha of Sun-Saturn or Saturn-Sun running in the foundation horoscope of an institution can bring that constitutional body or institution at loggerhead against the ruling government. In the natal horoscope  the Sun and Saturn are bitter enemies. Sun represents royalties, top officers, Industralists  or ruler of the nation and Saturn is the commoner, farmers  or masses or labor organizations. Here once’s again the Vimshottari Dasha of  Sun and Anter Dasha of Saturn running in the oath taking horoscope of CJI D.Y.  Chandrachud indicates that apex court may take some strict decisions in the ongoing matter of Delhi-NCR pollution which may force the state government of Punjab and Haryana to make amendment in their laws related with sowing of paddy crops during monsoon season.

The farmers of Punjab and Haryana were forced into stubble burning during October-November months which pollute the air quality of Delhi. The major cause of Parali or stubble burning is ‘Punjab Preservation of Subsoil Water Act of 2009’ which changed the sowing pattern of Paddy crops. The delayed sowing of the paddy crops leads to delayed harvesting, and thus farmers were forced to burn the paddy residuals in the fields only as they left with less time to prepare soil for wheat crops sowing which is a major winter or Rabi crop. Similarly, the state of Haryana has also put some restrictions on sowing of paddy before the monsoon to conserve underground water. Interestingly paddy sowing was not very popular in Punjab and Haryana before green revolution in India during late 1960’s. After green revolution the Punjab and Haryana went into cultivating wheat and paddy at more than 84% of their agriculture land. Prior of green revolution Punjab and Haryana were cultivating wheat and paddy on their 34% of agriculture land only. Now crop diversification is the only solution to these problems as state government and even the central government can give more subsidy on cultivation of millets, pulses and oil seeds.

The directions of the Supreme Court of India will soon end this issue of stubble burning during October-November months which will give much needed relief to the  Delhi-NCR on the matter of air pollution.

The Pisces lagna foundation horoscope of the Supreme Court of India is set for the time when its first hearing took place on 28 January 1950 at 09:45 am at Delhi. In the Pisces lagna chart of the Supreme Court of India the placement of Rahu in the lagna clearly shows its commitment to the secular values of the country. Moon is in its Moola Trikona Rashi in Taurus getting the aspect of  Saturn (Justice) and Jupiter (Judicial Proceedings) is indicative of the good image of this constitutional body in the eye of people in general. At present Mercury Dasha Mercury Anter Dasha and Saturn Pratyanter Dasha is running in the foundation horoscope of the Supreme Court of India when it has just reserved its judgement on the important matter of electoral bonds. A five judges constitutional bench headed by the CJI Chandrachud  has reserved its judgement on the matter challenging the legality of the electoral bond scheme of the central government ruled by the BJP.

Electoral Bond Judgement may rattle the BJP Government

At present the Vimshottari Dasha of Mercury-Mercury-Saturn is running from 9 November 2023 to 27 March 2024 in the foundation horoscope of the Supreme Court of India given above. Mercury as the 4th and 7th lord in the 10th house shows some balancing act which make government (10th house) and general public (4th house) both feel happy and contented. But the sub-sub period lord Saturn as the 11th lord (court decrees and legislature of parliament) is in the 6th house of conflicts and the 6th lord Sun is in the 11th house  making an important ‘Rashi Parivartan’ (exchange of houses) yoga. As we have explained above that when Saturn and Sun make any connection with each other in important mundane horoscopes then the decisions and actions of the constitutional body concern can go against the interests of the government.

The electoral bond scheme has benefitted the ruling BJP government to accumulate huge money as donations from the corporate and in turn giving them favors is the allegation of the petitioners in this case.  As per a news report BJP has made Rs. 5,270 crores from electoral bonds during 2018 to 2022 in period of five years.  According to the disclosures by the political parties out of total Rs. 9,208 crores of rupees electoral bond sold in the last 5 years the ruling BJP has got 57% of its share while the main opposition party Congress came at the distance second with receiving Rs. 964 crores or 10% of its share only. The Trinamool Congress of Mamata Banerjee ruling in West Bengal state got Rs 767 crores or 8% of the value of all the electoral bonds sold in during 2018 to 2022.

Now the judgement of the supreme court of India may rattle the hopes of BJP in continuing the current non-transparent and potentially corrupt system of the electoral bond scheme. But on the matter of the Abrogation of Article 370 the apex court will justify central government’s decision which will be a big relief for them very soon. However, since the zodiacal sign of Jammu & Kashmir, which is Libra is now being activated already by Rahu, Ketu and Mars so the apex court may ask the central government to conduct assembly elections in the state.

In the Pisces lagna horoscope of Indian Republic the Vimshottari Dasha of Jupiter and Anter Dasha of Moon is running from 19th of October 2022 to 18th of February 2024. Jupiter is in the 11th house of the decree of court and the anter dasha lord Moon is in the 2nd house of finances. The matter of  political funding from the electoral bond scheme has come up with the constitutional bench of the apex court during this Jupiter-Moon period in Vimshottari in the horoscope of Indian Republic given above. Moon as the lord of 5th house is getting the aspect of 9th lord Mars indicate a constitutionally upright and righteous judgement on the matter which would force the ruling BJP government to make amendments in the law as the maha dasha lord Jupiter is in the 11th house of legislature. In Navamsha the anter dasha lord Moon is in own house which also indicate a judgement that will make general public happy as apex court may ask the government to take necessary steps to make discloser of the source of political donations (fundings)  of the higher amounts.

Also notice the transit of Rahu in the Pisces sign has come up at the ascendant of the Indian Republic horoscope (chart 3) and also on the foundation horoscope of the Supreme Court of India (chart 2). A very important judgement on the matter of the Abrogation of the Article 370 may come very soon before the end of this year in the favor of government. Thus, a balancing act will be visible, about which we had discussed in the dasha interpretation of Mercury in the 10th house of the horoscope of the Supreme Court of India. (chart 2).

Court Cases on Reservation Matters

The upcoming period of Jupiter-Mars from 18th of February 2024 to 24 January 2025 in the horoscope of the Indian Republic will bring the case of  Reservation in front of the constitutional bench of the Supreme Court of India. The case of ‘Maratha Reservation’  in Maharashtra , and also the recent 75% Reservation bill passed by the Bihar Assembly along with the matter of reservation policy of other states like Chhattisgarh etc. will be in the limelight due to petitions being filed against them in the apex court. Notice the Rahu transit over the lagna and 7th house of the horoscope of the Republic of India (chart 3) which will ignite the matter of increasing cast-based reservation in jobs and education institutions and also the demand for a caste based national level census for the same. Also, see the transit of Rahu-Ketu on the foundation horoscope of Supreme Court of India (chart 3) where they influence the lagan and 7th house and also the 5/11 axis from the Moon.

In next few months scores of petitions will come up against the reservation policy of various state governments like Maharashtra, Bihar, Chhattisgarh etc. This will induce the apex court to form a larger bench as the question of crossing the 50% limit was already been decided in its famous Indra Sawhney case or famously known as Mandal Case. This verdict of the apex court has come on 16th of November 1992 when Vimshottari Dasha of Jupiter and Anter Dasha of Mercury was running in the horoscope of Supreme Court of India (chart 2). Now it is Mercury-Mercury period in Vimshottari in the horoscope of the apex court when again we can astrologically expect the formation of a constitutional bench to address the case “should reservation exceed 50% limit? or not”.

 

 

 

Modi’s reservation gamble and fear of Judicial clash with government

In the mid of January this year  Modi government presented 10% quota bill for economically weaker section from general category people on the last day of the winter session of the parliament. As expected major opposition parties, including Congress, voted in favor of this bill after some verbal tantrum in debates in the lower and upper house of the parliament. This constitutional amendment bill, giving quota to the forward cast, has bring two major amendments in the article 15 and article 16 of the constitution. The article 15 of the constitution which prohibit the state from making any discrimination on the basis of cast, sex, race and religion has been amended with clause (6) which now give the right to the state to grant quota to the 10% economically weaker section in general category which is separate from the OBC, SC and ST existing reservation of  50% quota in jobs and higher education institution. The another insertion is the clause 6 in Article 16 which authorized the state to give maximum 10% quota to EWS (economically weaker section) in government jobs and education institutions. Article 16 of the constitution gives equality of opportunity in the matter of public employment.

However, this constitution amendment bill is silent on the definition of ‘economically weaker section’ and leave it to the states to notify conditions for the same from time to time. At present the central government has said in the bill that a person will be entitle to economically weaker section (EWS) category if  “his  annual income is below Rs. 8 Lakh, agricultural land is less than 5 acres, residential house is smaller than 1000 square feet in village or residential plot is smaller than 109 yards in notified municipality or smaller than the 209 yards in non-municipal area”. This eligibility criteria is the biggest flaw of this bill because as per the agricultural census of 2015-16 around 86% of the landholding farmers have less than 5 acres of land with them. According to the National Sample Survey Office (NSSO) 2011-12 report 95% of Indian’s in rural and urban areas earn less than 8 lakhs per year. Moreover, the constitution of India under Article 15 (4) says, “ special provisions may be made for the advancement of any socially and educationally backward class and for the Scheduled Castes and the Scheduled Tribes”. But the constitution has given no right to the government to make any special provisions for ‘economically weaker sections’ of society.

If we study this situation astrologically we will find that when last time Saturn was in Sagittarius during 1989-90 the OBC Reservation on Mandal commission report, Ram Temple agitations by BJP and the Bofors scam were the three major political issues that rocked the Indian politics and later bring Earth-shaking changes in the society. After the loss of Rajive Gandhi in general elections of 1989  because of Bofors allegations no other Indian prime minister  has shown courage in speeding-up the process of the procurement of defense equipment’s from abroad through big contracts. Narendra Modi did it in case of Rafael in government to government deal with France but is facing charges of nepotism. Now Saturn is again transiting in Sagittarius; look how the Rafael and Augusta scandals have come into the limelight, BJP is feeling nervous on the slow progress of Ram Temple case in the Supreme Court and then this ‘Pandora box’ of reservation now opened by non-other then Narendra Modi himself who is believed to be the staunch supporter of privatization and disinvestment policy.

This constitution amendment bill giving “10% quota to the forward cast” was brought in the fortnight starting from 6th of January when the planetary position was adverse for the government. In the Sagittarius Paksha Kundali or lunar horoscope the lagna lord Jupiter falls in the 12th house with 6th lord Venus showing legal disputes. The 8th lord Moon is in the lagna and the 7th house of opposition is getting the joint aspect of malefics Mars and Saturn. It was no surprise that this constitution amendment bill was challenged in the Supreme Court on the 10th of January on the next day when it was cleared by the Rajya Sabha (upper house).

In the Pisces lagna horoscope of Indian Republic given here the Vimshottari dasha of Jupiter-Ketu ( May 2018 to May 2019) is in operation. Jupiter is the lord of lagna and Ketu is with the 9th house lord Mars indicating higher judiciary involvement. The sub period lord Ketu is placed in the 7th house. In the last six month we have seen so many important Supreme Court judgments in the matters related with sex and marital laws. The  landmark judgments of apex court scraping ‘section 377- declaring gay sex not a crime….’ and  striking down section 497- making adultery not a crime were come in the month of September 2018 during this sub period of Ketu. There will be no surprise if this matter of  ‘10% quota for forward cast’ will get decided by the apex court during the upcoming Jupiter-Venus period from May 2019 to December 2021. Venus as the lord of 8th house is placed in the 11th house of the law enacted by the parliament. Venus is conjoined with 6th lord Sun and the lagna and 8th lord Jupiter showing the possible historic judgments by the apex court which will largely effect the Indian society.  In Navamsha Venus is strongly placed in the 10th house with the 10th lord Moon . In all likelihood when the transiting Saturn and Jupiter will come into Makar rashi, which is the 11th house of the  Indian Republic horoscope, the apex court may deliver some big verdict on the ‘forward cast quota bill’ , ‘Ayodhya Ram Temple case’ and some important laws related with marriage as signified by the Venus. The matter of ‘Nikha-Halala’ and ‘polygamy in Muslims’ may reach to the apex court soon. All these important events are likely to occur in the most enigmatic manner in year 2020.

Saturn in Makar and Important Judgments on Reservation cases 

Now coming back to reservation issue again, last  time when Saturn was in Capricorn (Makar)  in 1992 the 9 judges constitutional bench of the Supreme Court had given a decisive verdict of putting a cap of 50% at the reservations in the Indira Sawhney & others Vs. Union of India case. The apex court had also given orders to imply ‘creamy layer’ condition in OBC quota to exclude economically well-off sections from the benefits of reservations. Interestingly in 1963 also Saturn was in Capricorn when the Supreme Court had put a cap of 50% on the collages reservations of seats in the ‘MR Balaji & Others  Vs. Mysore AIR 1963 SC 649’ case. But this judgment has not been implemented by Tamil Nadu which, thanks to the 9th Schedule of constitution,  is giving 69% of reservations. In Rajasthan and Maharashtra the reservations have also exceeded the   50% of limit and cases have been filed against it in the High courts of respective states.

Now if we  go back to 1932 when historic ‘Poona Pact’ was signed between Dr. B.R. Ambedkar and Mahatama Gandhi in which Gandhi was able to pursue the Dalit leaders to discard the British proposal for separate electorate and giving minority status to the SC and ST community. In return the SC and ST communities were offered the 19% of seats in the provincial’s legislatures in British India by the Congress party on the commitment of Gandhi . Congress party also agreed to give the adequate representations to the depress classes (SC and ST) in the civil services. The ‘Poona Pact’ later become the foundation of India’s affirmative policy.

In the foundation horoscope of India the Vimshottari dasha of Moon-Jupiter is running from August 2018 to December 2019. Jupiter as the 11th lord of ‘laws enacted in the parliament’ is falling in the 6th house of court cases. During this sub period of Jupiter it-self it is highly likely that Supreme court may put a ‘stay’ on the ‘124th Constitutional amendment bill giving 10% quota for forward cast’ passed by the Modi government. Later when the transiting Saturn will reach into the Capricorn, the 9th house of the foundation chart of India, the apex court may give some landmark judgment in this case filed by the ‘Youth for Equality’ against the Union Government of India on the matter of ‘10% quota for forward cast’. The Supreme Court may not only cancel this ‘10% quota for forward cast’ terming it as Unconstitutional but it can also further make some important judgments which would adversely affect the state governments giving more than 50% of reservations in jobs and education institution. Saturn-Jupiter transiting from ‘Makar’ (Capricorn) in the 9th house of higher judiciary are likely to bring equality and justice in the reservation policy for higher education and government jobs by the means of big ‘Supreme court verdicts’.

In year 2020-21 the Moon-Saturn dasha in the foundation horoscope of India can also bring decisive judgment on the Ram Temple case in favor of Hindu litigants. So the politics of ‘Mandal and Kamandal’ is going to influence the Indian political scene again like it did during the last time when Saturn was transiting at the junction of Sagittarius and Capricorn in 1989-1991. The Supreme Court may this time force the central government to make the ‘cast census’ public which could further effect the social fabric of Indian society like it has happen after the implementation of Mandal report giving 27% quota to the OBC in central government jobs.
