Saturn in Aquarius and High Profile Court Cases in Supreme Court of India

The transiting Saturn from Aquarius is in the 8th house from the natal Moon in the foundation horoscope of India. As per an observation of senior astrologers practicing Mundane astrology if the transit Saturn move from the 4th, 8th or 12th house of the natal Moon in the foundation horoscope of a country then public opinion may go against the ruling government depending upon the horoscope of the ruler. The recent incident in Manipur has given a little dent to the iron coated image of ruling BJP at the center. I had forecast about a possible tough decision of the Supreme Court in some important matter against the government in my article for Hindi News Paper Navbharat  Times dot com in the middle of July last month. The recent comment of the apex court about ‘an Absolute breakdown of machinery of the state in Manipur’ is a set back for the center and the state both. The readers knowing Hindi can read about my forecast on this which was mainly based on the ‘Surya Samkranti’ or Solar Ingress horoscope.

The transiting Saturn from Aquarius is in the 8th house from the natal Moon in Cancer in the foundation horoscope of India which is classical ‘Kantak Shani Gochar’.  We have seen this rule working perfectly on many occasions. In 2014 when BJP came into the helm of the affairs after defeating Congress Party in general elections the transiting Saturn from Libra was in the 4th house of the natal Moon in Cancer in the foundation chart of India. In November 2020 when Donald Trump lost election to Joe Biden the transiting Saturn was in Capricorn which is the 12th house from the natal Moon in Aquarius in the foundation horoscope of India. In April 2022 when Imran Khan was ousted from power after he refused to face the no-confidence motion moved by opposition parties in parliament the transit Saturn was in Capricorn in the 8th house from the natal Moon of Pakistan which is in Gemini.

From the above examples we have understood the importance of transit Saturn in the 4th, 8th or 12th house from the natal Moon in the foundation horoscope of a country. In the chart 1. (foundation horoscope of India) given above the Vimshottari Dasha of Moon and Anter Dasha of  Venus is running from 11th of July 2023 to 11th of March 2025. Ever since this Venus Anter Dasha has started in the major period of Moon the matter related with women’s are making the headline in India. The violence against women in Manipur, Seema Haider case who illegally move to India to meet her lover in India and then the matter of Anju a married India women who crossed border to meet her Pakistani lover was running the headline of the  media. It happen when the transiting Venus was in conjunction with Mars in Leo while both are in mutual aspect with Saturn in Aquarius. Interestingly Venus and Mars are the lords of  lagna and 7th house in India’s horoscope, while in case of Pakistan’s Aries lagna chart they are 7th and lagna lords respectively.

Now in case of India the anter dasha lord Venus is also taking the lordship of 6th house of court cases. We will see many highly profile cases being discussed in the Supreme Court of India in next couple of years. The efficiency of the apex court will rise to the next level about which i had forecast earlier in my post ‘Mercury Dasha in the horoscope of Supreme Court of India’.

The pending cases in the Supreme Court will reduce to some extend and new judges will also get appointed.

In the horoscope of Sun’s entry into Cancer the 9th house of apex court has retrograde Saturn in mutual aspect with 6th lord Mars and 5th lord Venus. The strong 9th house in a solar ingress chart is an indication of the judiciary overpowering government agencies on some important court case matters. It will not be a surprise if Rahul Gandhi gets some interim suspension of convection in the defamation case for which he has moved to Supreme Court for a relief. In Rahul Gandhi’s birth chart there is no classical ‘Bandhan Yoga’ for him to get convicted for a longer duration or being imprisoned. But couple of ‘Paap Kartari’ yoga’s has always created troubles in his political career.

What is Bandhan Yoga in Vedic Astrology ?

In Brihat Parashara Hora Sastra published by Sri Khemaraj Shri Krishna Das Venketeshwara Press Mumbai, which is the oldest translation of this classical text available at present, the Bandhan Yoga has been clearly mentioned at page number 219 in chapter number 27. As per this chapter if there are an equal number of planets placed in the 2/12, 5/9, 6/12, 3/11 and/or 4/10 axis from the Janma lagna or Karakamsha lagna then native can get imprisonment. In Bandhan Yoga Rahu and Ketu are not consider as they are shadow  planets.
In Chapter number 27 of the Brihat Parashara Hora Shastra by Venketeshwara Press Mumbai, which is in Hindi, the Bandhan Yoga has been given from Sloka number 21 to 26. It also says that if benefic planets aspect or are associated in this yoga then physical boundation or imprisonment don’t take place.
Bandhan Yoga had also been  given in chapter number 21 ‘Anishtha Yoga Adhyay’ of Brihat Jataka at Sloka number 16. I am referring to the Briha Jataka in Hindi by Dr. Suresh Chandra Mishra (page number 338). Here, the yoga is a little different. As Varahamihira takes malefic planets in the 2/12 and 5/9 house from the Janma lagna for imprisonment. He also mentions the role of Drekkan in the lagna for the assessment of the type of bondage one may have to face.
In Dwadasha Vivek Adhyay of Jataka Tattwam the placement of malefic planets in the 2/12 and 5/9 houses has been given as ‘Bandhan Yoga’ for imprisonment. As per Brihad Yavana Jataka Mars in the 12th house also give imprisonment. As per Shambhu Hora Prakash and Hora Ratnam malefic planets in 2/12 and 5/9 houses gives imprisonment. According to Late Dr. B.V. Raman if the lords of ascendant and 6th house are in conjunction with Rahu, Ketu and/or Saturn and are in the Kendra (angle) or Trikona (trine) then native shall be imprisoned.

In the horoscope of Rahul Gandhi we don’t have equal number of planets in the 2/12, 3/11, 4/10, 5/9 or 6/12 axis from Janma lagna. But Karakamsha lagan is Scorpio from where the 2nd house has Moon and the 12th house has Jupiter. But since both Moon (it is full Moon) and Jupiter are natural benefic so physical boundation  is not likely. At present his Vimshottari Dasha of Rahu, Anter Dasha of Jupiter and Pratyanter of Sun till 8th of September 2023 is favorable which can give some interim relief from the court case. Since Anter Dasha of his Vargottama Jupiter is till 21 May 2024 so he will definitely win  the defamation case filed against him which is ongoing currently and he is likely to contest for the Lok Sabha seat from Amethi against Smt. Smriti Irani in the  next years elections.

In the birth chart of former Deputy CM of Delhi  Manish Sisodia we have equal number of planets in the 3rd and 11th houses. Notice Saturn in the 3rd house and Venus in the 11th house. Here Saturn is a natural malefic so it is not a surprise that he is into judicial custody at present. We don’t count Rahu and Ketu in ‘Bandhan Yoga’ as they are shadow planets only. The Karakamasha lagan is Pisces in case of Manish Sisodia so the ‘Bandha Yoga’ is active from both Janma lagna and Karakamsha lagan. Here the Janma lagna and Karakamsha lagan are both afflicted by malefic Mars and also from Gulika.

But since Jupiter aspect the 10th house from his natal Moon in Leo so there is a great hope from relief and in future he will get victory in court case. I have discussed this principal of Jupiter’s aspect on the 10th house/lord from Janma lagna and/or from the natal Moon with some examples in my article ‘Planets and Trouble from Court Cases’ which i had posted few days back.

In Rahu Dasha, Mercury Anter Dasha and Mars Pratyanter Dasha from 20th of August 2023 to 14 October 2023 in the horoscope of Manish Sisodia there is an astrological promise for getting a bail in the court case he is facing at present. For complete relief in the Delhi Excise Duty case Manish Sisodia has to wait till 2025 when he will get Venus Anter Dasha in his major Maha Dasha period of Rahu. Till then he can get a bail only from the apex court any time before October 14th this year.

The swearing-in horoscope of the present Chief Justice of India  is set for November 9th , 2022, at 10:04 am at Delhi , in which Sagittarius ascendant is rising. The aspect of Mars on the ascendant and the combination of Venus, Mercury, Sun and Ketu in the 11th  house  of ‘decree of courts’ and also of gains  is an astrological yoga for taking historical decisions and strengthening this constitutional institution. The 50th CJI of India Justice  Chandrachud is due to retire on 10th of November 2024 so he has a long tenure of about 2 years. In his oath taking chart Vimshottari Dasha of Sun and Anter Dasha of Jupiter is good till 19th of September 2023. 

Then Sun Dasha and Saturn Anter Dasha till 31st of August 2024 shows some difference of opinion with fellow Judges in some court matters as Saturn as the 3rd lord get the malefic aspect of Mars. The Sun Dasha and Saturn Anter Dasha or Saturn Dasha and Sun Anter Dasha also tend to give a tendency to have conflicts with ruling government at the center as both Sun and Saturn are natural bitter enemies or ‘Ati Shatru’ as per Vedic astrology. In Navamsha of the oath taking both Sun and Saturn are also very strong here. The Panchanga parameters of the oath taking chart of CJI Chandrachud are also strong.

So we can expect some historic judgements from the apex court led by Justice Chandrachud which can disappoint the ruling government but would be remember for the long time in public memory.

The oath taking horoscope of person holding a constitutional post are of great importance,  but they are generally less studied except for the case of  Prime Minister and President. In my last post on this blog i had discuss the horoscope of ‘Supreme Court of India’ in which i had given a forecast about some very historic judgements to be coming in next 2 years which will make the present central government very uncomfortable. In this context the oath taking horoscope of present chief justice of India Shri N.V. Ramana is of high importance. The 48th chief justice of India Shri N.V. Ramana took oath of his office on the 24th of April 2021 at 11:05 am in the morning at Delhi when Gemini lagan was rising at the ascendant with 6th and 11th lord Mars in the lagan. The exchange of houses by 11th lord Mars and lagna lord Mercury is an excellent yoga which will give him a very memorable tenure at this constitutional office in apex court.

During the tenure of last chief justice Shri Arvind Bobde the pending cases in Supreme Court rose and he was also not able to appoint new judges to the apex court so it resulted in five fewer judges in the court than he took charge of the office. In my last post ‘Mercury maha dasha in the horoscope of Supreme Court of India’   

I had mentioned that around the time when Mercury maha dasha will start in October 2021 there shall be appointment of new judges in the Supreme Court of India and in the next three year (Mecury-Mercury dasha) there will be some extension in the office of apex court as number of judges and chambers may also be increased. The oath taking horoscope of India’s current Chief justice Shri N.V. Ramana is very interesting. The 6th and 11th lord Mars is in the lagan and in Navamsha Mars as the 6th lord aspect the lagna. So there is a major influence of Mars on the lagan and the lord of lagna is also in the sign of Mars in Aries. The rising sign in the lagan is Gemini which is a ‘Shirshodya Rashi’ good for swearing-in ceremony. A strong 10th lord Jupiter aspect the Janma lagna and Moon both.  Moon is in fiery sign in Leo so it is fiery sign and Mars that indicate some very important, sharp and decisive judgements  that  may come during the tenure of current Chief Justice of India which will make the ruling central government and many state governments very uncomfortable. The Raja Yoga of 5th lord Venus and lagan lord Mercury in the 11th house also indicate the same in the oath taking chart of Chief justice. However, the 6th lord influencing the lagan may give some health issues to the incumbent as Mars also aspect the 8th house and 8th lord Saturn here in the swearing-in horoscope of chief Justice N.V. Ramana.

There will be very historic judgement in the next 1 year during the operation of this oath taking chart of current chief justice,  which could be related with ‘50% quota reservation limit in jobs and education institution’. The apex court may strike down the breaching of 50% limit of quota by many state governments like Tamil Nadu, Chhattisgarh etc. and also the 10% reservation for ‘economically weaker section (EWS)’ in general category in the coming 2 years. The court may also give some directive to remove or dilute the controversial ‘sedition law related with article 124A’ which will make present political class little uncomfortable.

In mundane astrology the horoscope of a nation’s adoption of constitution is seen for major laws enacted by the parliament, constitutional amendments and important judgements of the apex court. Similarly the horoscope of apex court of a nation is also very important for giving forecast regarding some major constitutional developments. For India we have both the horoscopes available with us. Interestingly, the Supreme Court of India came into being just after 2 days of country’s adoption of her constitution . The foundation horoscope of Supreme Court of India has Pisces sign rising which is similar to the horoscope of Indian Republic. The Mercury maha dasha will start on the 29th of October 2021 and will run till next 16 years. Mercury is placed in Sagittarius sign in the 10 house from the lagna and in the 4th house of Navamsha which indicate some historic development in Indian Judicial system in the coming few years from now.

The Supreme Court of India was earlier functional as  Federal Court of India. On the 28th of January 1950, the inaugural proceedings of apex court took place at 09:45 am at the Chamber of Princes in the Parliament Building at New Delhi. The rising sign in the ascendant is Pisces and Moon is in Taurus both are benefic signs. Rahu in the ascendant is same as it is in the horoscope of Indian Republic which astrologically explain the commitment towards secularism of the India’s constitution and its public institutions. The strength of Moon and its sign lord Venus shows powerful public image of India’s apex court which has the power of judicial review of the executive or legislative actions. The noticeable point  here is that in the foundation horoscope of Supreme Court the lagan lord Jupiter is debilitated (Neecha Rashi) and is in conjunction with ‘Dusthana’ lords. We can easily locate the similarities between the foundation horoscope of Supreme Court and the horoscope of Indian Republic given above.  Here in the horoscope of Indian Republic ever since this Jupiter-Venus dasa has started we have witness many important laws and historic constitutional developments. In the horoscope of Indian Republic an enigmatic Jupiter-Venus dasa is running from May 2019 to December 2021. Venus and Jupiter are both in the 11th house of gains which hurried up the process of legislature. On the 5th of August 2019 Modi government dismantled Article 370 from Jammu & Kashmir and later on the 9th of November 2019 Supreme Court of India gave a historic judgement ending centuries old Ram Janma Bhumi dispute in favour of  Ram Temple construction which was welcomed by the entire country. Apart from this Modi government had also ended the Triple Talaq by bringing a law in the parliament in August 2020. In year 2020 three farms laws and also labour code bills were enacted by this government to bring major reforms in agriculture and industry. But the conjunction of Saturn-Jupiter in Capricorn and the enigmatic Jupiter-Venus-Jupiter period, during 8 September 2020 to 16 January 2021, has to bring major troubles for the government. The controversial Farm laws were passed in the first week of September 2020 and since then farmers are protesting against it.

Now Vimshottari dasha of Mercury will start from the 29th of October 2021 and a period of Mercury-Mercury will run till 27 March 2024. Mercury as the 4th and 7th lord is strongly placed in the 10th house of power. Interestingly when in 1958 Supreme Court had moved to the present premises then Vimshottari dasha of Moon-Mercury was running. Mercury is the lord of 4th house in Rashi and in Navamsha it is placed in the 4th house itself. Strong connection of 4/10 houses with Mercury will give extension to the Supreme Court of India in its structure and alos in functionality. There shall be an appointment of new Judges around the beginning of the maha Dasha of Mercury in the end of October month. Then the number of judges, which as present is permitted up to 34, can also be increased in coming years especially during Mercury-Mercury in Vimshottari when apex court may also plan to reconstruct some new chambers in its building or may even reconstruct its building.

The Supreme court of India may deliver some  historic judgements in the next 3 years during the course of this Mercury-Mercury period which could be related with ‘50% quota reservation limit in jobs and education institutions’. This important judgement may come within few months of the onset of Mercury maha dasha on the 29th of October 2021 or around the same time only.

Crisis in Indian Judiciary and Makar Samkrani horoscope 2018

On the 12th of January the news of ‘revolt’ of four senior judges of Supreme Court of India against the Chief Justice of India (CJI) took the nation by surprise. The press conference by the four  of the five senior most judges of the apex court was held at the residence of  Justice Chemlameswar who is second only to the Chief Justice of India  Dipak Mishra. In this unprecedented event in the history of India the four judges also released the letter of protest which they had given to the chief justice  two months back and claimed that “There have been instances where cases having far-reaching consequences for the nation and the institution had been assigned by the Chief Justices of this court selectively to the benches ‘of their preference’ without any rational basis.” The judges further said that “they were compelled to speak because democracy will not survive unless the institution of the Supreme Court is preserved.”

Although this event was astonishing for everyone but astrologically we were anticipating a major crisis in the Indian judiciary with its differences with the central government over many issues including the appointment of judges in higher judiciary. I had mention this astrological possibility in my article “Hindu New Year horoscope 2017 and prospects for India “ posted on this blog on March 28, 2017.

Now looking at the solar ingress horoscope of Capricorn and the coming ‘long stay of Mars in Makar for about 7 months’ , during the second half of 2018,  we can astrologically foresee major judicial crisis in the country . The collegium system of appointment of judges is likely to go under reforms which will begin from 2018 and it may get  complete in 2020 when the transiting Saturn and Jupiter will be in conjunction in Makar rashi (Capricorn sign). The Saturn ( justice giver) , Jupiter  ( law) and Mars ( law enforcement agency) are the primary planets for judiciary which are going to transit from the sensitive houses of the foundation chart of India this year. This will bring unprecedented and very controversial crisis in the Indian judicial system which will make a strong public opinion for the judicial reforms in the country.

In the Makar Samkranti or Sun’s entry into Capricorn horoscope the lagna and 6th lord Venus is in the 9th house in combustion  by the Sun. Mars aspect the 9th house in Rashi chart from the 6th house showing the rift in the judiciary to get widen further in days to come. In Navamsha the 9th lord Venus has gone into the 12th house in Rahu-Ketu axis under the aspect of Mars again. The 9th house under heavy affliction shows trouble in the judiciary. The issue of the selection of judges in the higher judiciary will surface again as a dispute between the central government and apex court of country. Notice here the 9th lord Saturn falling in the 8th house and the Jupiter the Karaka for Judiciary is transiting from the 6th house.

 

How judges are appointed in India ?

In India the judges in the Supreme Court and High Court are appointed by the “Collegium System” since 1993 after a judgement of the apex court in “Supreme Court Advocates on record Vs Union of India case”. The Collegium consist of the Chief Justice of India as its chairman and four other senior judges of the Supreme court as its members. However, the collegium system has no place in the constitution of India. This system was evolved through the Judgements of the Supreme court which is known in judicial circle as “Three Judges cases”. In August 2014 the present BJP government brought the National Judicial Appointment Commission Act (NJAC) and the 99th constitutional amendment to brought an end to for the collegium system. But the Supreme Court of India rejected this bill by declaring it ‘unconstitutional and void’. In October  2015 the 5 judges bench headed by Justice J.S. Khehar strike down the NJAC Act and the 99th constitutional amendment in its judgement. Since then a tussle between the central government and apex court has been going on over the appointment of judges to higher courts.

Unlike the western countries the legislature in India has no say in the matter of judges appointment in higher judiciary as well as in the lower judiciary. The politicians are merely spectators when it comes to the matter of appointment of judges as it is done by an Independent judiciary. But the process of selections is very much oblique and lack transparency particularly in case of Higher judiciary.

Crisis in lower judiciary of India 

According to a report  issued by the Supreme Court –‘Indian Judiciary Annual Report 2015-2016’– a whopping 2.8 crore ( 28 million)  cases were pending in the district courts across the country which were short of nearly 5,000 judicial officers.

The report had suggested increasing the judicial manpower “manifold” — at least seven times — to overcome the crisis by appointing about 15,000 more judges in the coming years.

There is no centralised process of recruitment of judges in the district court of India. The judges are appointed by the governors of the state in consultation of the chief justice of the state concern.  A minimum of seven years of practise as a lawyer at bar is a necessary qualification for direct entry level to become a District Judge upon a written examination and oral interview by a committee of High court judges. It is often alleged that the process of selection in judicial examination is not transparent and lack accountability from the side of Higher judiciary.  But who ever has tried to highlight this issue has been targeted  by the ‘contempt  of court proceedings’ threat.

There is a rampant corruption at all level of judiciary in India as per many senior advocates including Shanti Bhushan .   While politicians and actors get instant relief from courts, the common man struggles for years for justice.

What we can expect astrologically in the first quarter of 2018 ?

Now under this background we shall go through the horoscope of  Sun’s entry into Capricorn again.

. The rising sign Taurus is same as the rising sign of the foundation chart of India. So the period of one month during the operation of this horoscope is going to be very sensitive for the country.

. The four planets Mercury, Saturn, Moon and Jupiter giving aspect to the 2nd house of taxation and finance shows the possibility of amendment in many tax laws like ‘Income Tax Act 1961’ and the GST (Goods and Services Tax).

. The amendments in the Income Tax Act 1961 may happen in next 3 months as the horoscope cast for the Sun’s entry into a movable sign shows the trends for the next 3 months.

. The 2nd and 5th lord Mercury in the 8th house in Sagittarius sign shows the chances of some downfall in the stock market in the period of 30 days from Sun’s entry into Makar i.e. 14th of January 2018.

. The 8th lord Jupiter conjoined with 7th lord Mars shows the possibility of terrorist sticks causing mass deaths during the period of next 30 days.

. The conjunction of 5th lord Mercury and 9th lord Saturn shows that there will be great scientific invention by the Indian scientist which will make the nation proud.

. The government give relief to the general public from the high inflation by bringing in the prices of petrol and diesel into the ambit of GST. At present the state government put taxes on petroleum products which in some case is more than 50%.

. There will be some unnatural rainfall in the second fortnight of January starting from Mars entry into watery sign Scorpio on the 17th and later Mercury moving into Capricorn on the 28th of January. This untimely rain will damage crops of farmers at many places across north and central India.

Judicial reforms in India will come in 2020

Now coming back to the question of the crisis in Indian judicial system the things are likely to get worst after Mars’s entry into the Capricorn sign on the 2nd of May this year where it will stay till the 5th of November along with Ketu. It is highly likely that some judges may give their resignation from their post in controversial circumstances.  A decision on the Ram Temple issue in Ayodhya in favor of the Hindu parties may  come around the total  lunar eclipse of 28 July 2018. This decision on the Ram Temple case,  which is in process of   the final hearing before a 3 judges bench headed by the Chief Justice of India Dipak Mishra, will have far reaching political consequences.

Later serious  questions will be raised on the accountability of judges and to bring the transparency in the process of their selection. This will happen in a chain of event between May to November this year during the stay of Mars in the Capricorn sign. A demand for a Judicial Selection Commission will be raised and a case in this regard may appear in front of the apex court for hearing. The process of Judicial reforms in India will take a positive shape in year 2020 when Saturn and Jupiter will conjoined in the Capricorn sign which is the 9th house of the foundation chart of the country. It is highly likely that Collegium system of  selection for Higher Judiciary will be made more transparent and a centralised commission will be formed for the appointment of  judges in district courts. Matter of the accountability of judges will also be addressed on serious note by the legislature and apex court in year 2020.
