Jupiter as the lord of 6th house (litigation) is debilitated in the 4th house but is in comfortable position. The anter dasha lord Saturn is in inimical sign and inimical navamsha. The sub period lord Mercury is in the 3rd house of neighbors and is receiving the aspect of 7th lord Mars which is badly place in the 12th house.
This long pending water dispute between the two neighboring state may create fresh troubles again in the coming months. The transiting Saturn and Mars in the 8th house from the natal Moon of Tamil Nadu is not a welcome thing. The ‘Ashtama-Shani’ period of Tamil Nadu will put it into some other troubles as well. Its chief minister Jayalalitha may soon have to face the wrath of some difficult judgement by the supreme court in pending court cases of disproportionate assets against her.
