Shiela Dikshit’s return to politics and Delhi Lok Sabha Elections 2019

In a surprise development Sheila Dikshit, the three time chief minister of Delhi, has return to the politics at the age of 81 to fight Lok Sabha Elections in Delhi. She was ousted from power in 2013 December after a humiliating loss at the hands of Arvind Kejariwal during Delhi assembly elections. It was her ‘Ashtam Shani’ Gochar when Saturn was in Libra with Rahu in the 8th house from her natal Moon which is in Pisces. The dasha was of malefic Rahu-Rahu in Vimshottari then and an eclipse have also fallen in Libra at the 8th house of her natal Moon in November 2013. Now she has come at the battle field of Lok Sabha elections to contest from North-East Delhi where she will be facing Manoj Tiwari, who is Delhi BJP chief, and AAP’s Dilip Pandey. In the Cancer lagna horoscope of Sheila Dikshit the malefic dasha of Rahu-Saturn in Vimshottari do not show much hope for his victory.

I tried to get the horoscope of Manoj Tiwari but some persons close to him told me that even he himself is not sure about his birth time as he was born in a small village in Bihar in a very humble family.

Her husband late Shri Vinay Dikshit , who was an IAS officer, died on 31^st January 1987. Congress party had bring Sheila Dikshit into the politics of Delhi state in year 1998 as a surprise choice then to counter the challenge from BJP led by dynamic Sushma Sawarj who was chief minister of Delhi at that time. The Congress party won the Delhi assembly elections of 1998 with a thumping majority and there was no looking back for Sheila Dikshit afterwards. However, the Commonwealth Games scam in 2010 and a series of crimes against women in the capital, which got the widespread media coverage both nationally and internationally, started tarnishing the image of Sheila Dikshit. She was also criticized for her lavish life style and a weak attitude towards administration of the state government. During her 15 years of rule in Delhi she badly failed to instill moral and cultural values in the citizens of the city. The results is the poor situation of law and order in the city which now make it the crime capital of India as the data of National Crime Record bureau of India.

Lunar Eclipse in Libra in November 2013 and loss of Shiela Dikshit

Sheila Dikshit was fighting for her fourth consecutive term as chief minister of Delhi in the legislative assembly elections of year 2013 held in December. It was Vimshottari dasha of Rahu-Rahu-Jupiter (29 October 2013 to 10 March 2014) in her horoscope. The transiting Rahu and Ketu were at the Libra-Aries axis. The eclipses of November 2013 had fallen over the 4-10 axis of her ascendant. From her natal Moon the eighth house Libra was the point of solar eclipse of November 2013. The transiting Saturn from Libra has also afflicted that eclipse point.

It was no surprise that Sheila Dikshit got defeated in the assembly elections held in December 2013 and her party also reduced to dust in those elections. The adverse dasha of Rahu in the fifth house of ‘Pada-Chuti’ ,in both Rashi chart and Dashamsha , also had a role to play apart from those eclipses of November 2013. But since the sub-sub period was of ninth lord Jupiter , though debliated in Rashi chart, which is well placed in the Dashamsha, it had to give her some importan political role even after a defeat in election. Congress president Sonia Gandhi send her to Kerala as the Governer of the state in March 2014.However, the susequent loss of the Congress party in general elections (Lok Sabha polls) in May 2014 changed the dynamics of the Indian politics and Sheila Dikshit came under pressure, like many other governors appointed by Congress party in the states, to resign.

Two eclipses have also fallen on the same Libra-Aries axis in the month of April 2014 then. Mars entering into the Libra rashi on July 14 , 2014 ignited the eclipse point. Sheila Dikshit came under heavy pressure to resign from the post of government by the new regime of BJP at the center. She resigned from the post of governor of Kerala on 25 August 2014 when her Rahu-Rahu-Mercury in Vimshottari was in operation. Mercury is the lord of twelfth house (losses) in Rashi chart and in Dashamsha it is holding the unfavorable third and sixth lordship.

But later Congress party made an alliance with Samajwady Party and her named was dropped for fighting assembly polls in UP. Now Sheila Dikshit is under Rahu-Saturn-Mercury from 22 December 2018 to 18 May 2019. The polls in Delhi Lok Sabha elections will be conducted on 12th of May. The transiting Rahu-Ketu and Saturn are at the 6/12 axis of Sheila Dikshit’s horoscope. The sub period lord Saturn is the lord of 7th and 8th house, a Maraka, which is combusted with Sun. The sub-sub period lord Mercury is taking the lordship of 12th house of losses in Rashi.

In Chara dasha the period of Leo-Gemini is running. The Leo is the rashi of 8th house from the Atamakaraka Jupiter which is in Capricorn. The Gemini is the 12th house from the lagna and 6th from the Atamakaraka. This dasha do not show much chances of her victory. The Rahu-Saturn dasha in Vimshottari not only shows a loss but a serious threat for her health is also visible. Saturn is in Mrityu Bhagh and is combust with 2nd lord (Maraka) Sun. Saturn is 7th lord in both Rashi and Navamsha thus becoming doubly malefic and Maraka. In the next one and half year Sheila Dikshit may fall critically ill which could be threatening for her longevity.

Dr. Harsh Vardhan of BJP is facing an electoral battle from Chandni Chownk constituency of Lok Sabha in Delhi where AAP’s Pankaj Gupta and Congress party’s Jai Prakash Aggarwal. Had an alliance been took place between the Congress and AAP then it would have been very difficult for Dr. Harsh Vardhan to secure a victory from that area as it was the most affected region during demonetization and GST’s poor implementation by Modi government. The Chandni Chownk constituency is predominantly a traders hub who were badly affected by the demonetization, GST and the onslaught of e-commerce companies. The Modi governments support to Paytm and other e-commerce platform directly hurt the interests of these traders who are the die-heart BJP and RSS supporters since decades.

In the horoscope of Dr. Harsh Vardhan the striking feature is the placement of Sun and Mercury in the fourth house which get the aspect of 5th lord Jupiter. How Dr. Harsh Vardhan narrowly missed the chance of becoming Delhi CM

An ironical situation occurred in December 2013 when he despite being the leader of single largest party in Delhi assembly could not become the chief minister and had to content with the post of the leader of opposition. The eclipse of November 2013 had fallen over the 4-10 axis from his natal Moon with Saturn transiting from Libra the fourth house from his natal Moon and Jupiter transiting from Gemini the twelfth from his natal Moon in an unfavourable position. In was enigmatic Venus-Mercury-Rahu when he missed the glory of becoming the chief minister by just a whisker as BJP was only four seats short of the magic number of 36 in the 70 members Delhi legislative assembly. Notice here that Venus is in ‘Graha Yuddha’ i.e. planetory war with Saturn which is functional malefic here in his Leo lagna chart.

However, soon the sub period of Jupiter came and he became the Union minister of health and family welfare in the cabinet of Prime Minister Narendra Modi in May 2014.

However, then the sub period lord Jupiter was in the 12th house so he got involved in a controversy after he removed an honest IFS officer Sanjiv Chaturvedi, who is on deputation in AIIMS, from the post of Chief Vigilance officer of the All India Institute of Medical Sciences. The AAP leader Arvind Kejriwal held a press conference recently on 22th of August demanding the resignation of Dr. Harsh Vardhan and cancelation of the removal order of Sanjiv Chaturvedi. Later in November 2014 during Venus-Mercury-Saturn in Vimshottari the charge of Health Ministry was taken from him and given to J.P. Nadda. Dr. Harsh Vardhan was then assigned ministry of Earth Sciences.

Circulating Fake News at Indian Science Congress

In May 2017 during Sun-Mars in Vimshottari he was given the additional charge of Ministry of Environment, Forecast and Climate change. His career into this ministry was controversial and bit embarrassing. At the 105th Indian Science Congress in March 2018 he claimed wrongly that British Scientist Stephan Hawking has said ” Vedas postulated a theory superior of Albert Einstein’s theory of Relativity” despite the fact that there is no record of Hawking having made such statement. He perhaps like many other would have saw it on Facebook and Whatsaap which has now in India have become a hub of ‘Fake News’.

In 2019, after the Health Effects Institute released a scientific report estimating 1.2 million annual deaths in India due to air pollution, Vardhan denied the results, arguing that this report was intended to create panic.

Good Chances to get re-elected for Lok Sabha in 2019

Now in the Vimshottari dasha of Sun-Saturn from June 2018 to November 2019 he is facing a tough contest in Lok Sabha elections. In his Leo lagna chart Sun is in good Raja Yoga as it get the aspect of 5th lord Jupiter but Saturn as the 6th lord is in planetery war with Venus which is the lord of 10th house. So despite winning a tough election from Chandani Chownk Seat in Lok Sabha from Delhi he will not get very prominent place in the next cabinet of Modi government.

The prominent feature in this Leo lagan chart of Arvind Kejriwal is the conjunction of second and eleventh lord Mercury , fifth lord Jupiter and tenth lord Venus in the lagan which is a great Parashari Raj Yoga and Dhan Yoga. It also amply explains his career in the Indian Revune Service (IRS) on a good post of Joint commissioner from where he resigned earlier.

It was in Jupiter-Mercury-Moon ( 7 November 2013 to 15 January 2014) when he sensationalized the Indian politics by defeating three time chief minister of Delhi Smt. Sheila Dikshit in December 2013 Delhi legislative assembly elections. My successful prediction about Arvind Kejriwal

I used this chart of Arvind Kejriwal to make a successful prediction of his comeback as a chief minister for the second time in Delhi Assembly Elections in February 2015. This prediction of mine was published in the July-August 2014 issue of the Journal of Astrology magazine’s article “Politics of Delhi State and a tale of two eclipses”. This prediction about Kejriwal’s ascendancy to the post of Chief Minister for the second time was also published in my article at the website of Hindi News Paper Amar Ujala in the months of November 2014 and January 2015. In that article i had also used the horoscope of Arvind Kejriwal’s opponent Kiran Bedi from BJP.

It was Jupiter-Mercury-Saturn (from 25 October 2014 to 5 March 2015) in Vimshottari when Kejariwal created a history by winning 67 assembly seats out of 70 in Delhi. Saturn is debilitated but is getting the aspect of 5th lord Jupiter. A debilitated planet getting the aspect of Jupiter become auspicious. It give the best of ‘Neecha Bhanga’ if the Jupiter is having good lordship of trine houses. For a better Neecha-Bhanga Yoga the lagna, lagna lord, Moon and Moon sign lord has to be strong.

Controversial career as chief minister of Delhi

As the chief minister of Delhi Kejriwal often had feuds with BJP led government at center. It created crisis situation many a times which irritated the residents of Delhi. It is the “Paap-Kartari” yoga of Ketu and Sun-Mars at the ascendant of Kejriwal that curbed his potentials. He had bitter quarrels with his own senior party members like Yogendra Yadava, Prashant Bhushan, Kumar Vishwas etc. See the bad exchange between the 9th lord Mars and the 12th lord Moon. The 10th lord Venus in his own Nakshatra make him self centered and autocrat. He has held the position of party president with himself only despite the fact that he is holding a constitutional post of Chief Minister in Delhi. He should have made someone else his party chief so that he could have focused on discharging his constitutional duties.

It is the dasha of Jupiter-Sun in Vimshottari now from October 2018 to July 2019 that do not show much success for his party during the Lok Sabha elections. Atamakaraka Sun is in the 5th house from Pisces and 10th house from Libra. So somehow Kejariwal’s AAP may get few seats in Lok Sabha to save their face from humiliation. Later in Jupiter-Moon dasha in Vimshottari ( from July 2019 to November 2020) Arvind Kejariwal will get re-elected as the Chief Minister of Delhi again. Jupiter-Moon-Jupiter will be running in January-February 2020 which will be auspicious for him. Jupiter and Moon are in trine position in Rashi. In Navamsha and Dashamsha they are in mutual Kendra’s. In Chara dasha Pisces-Scorpio ( September 2019 to April 2020) will be running then. See the strong 10th house from Scorpio. The Amatayakaraka Moon along with Darakaraka Saturn is also giving aspect to the 10th house from Scorpio. So in 2020 Arvind Kejriwal will return as the chief minister of Delhi again though during these Lok Sabha elections his party AAP will perform pretty average only.

Sadhe-Sati of Shatrughan Sinha and his contest with Ravi Shankar Prasad in Lok Sabha Elections 2019

Shatrughan Sinha is the famous Hindi cinema star of 1970s and 1980s. He won the hearts of millions with his impressive voice, dialogue delivery style and personality. Superstar Rajinikanth once’s revealed in an interview with India Today Magazine that “Bollywood actor Shatrughan Sinha inspired him to come up with his signature “cigarette flip style”. However, Shatrughan Sinha’s political career was not very good unlike his film stardom. Acting career of Shatrughan Sinha

He started his acting career in 1969 during his Rahu-Venus in Vimshottari (January 1969 to January 1972). Venus though is involve in a Raja Yoga but it is in the 6th house from maha dasha lord Rahu. So in his early years he got some small roles and get mainly villainous characters. His first successful film as a lead hero was ‘Kalicharan’ in 1976 for which he once’s gave credit to his old friend Rajesh Khanna who recommended his name to the producer N.N. Sippy. It was the dasha of Jupiter-Jupiter (June 1975 to August 1977) that give Shatrughan Sinha stability as a leading action hero. There was a time when he along with Vinod Khanna were consider a tough challenge for the number one superstar of that time Amitabh Bacchan. In the mid 1980s Shatrughan Sinha was passing through the Jupiter-Venus and Jupiter-Sun dashas when he gave lots of successful movies at box office in which he was second lead to Rajesh Khanna. Shatrughan Sinha got married with Poonam Chandiramani (now Poonam Sinha) in 1980. Poonam Chandiramani was born in a Sindi family where as Shatrughan Sinha was a Kayastha so it was an inter-cast marriage. His wife was a former film actress that appear in 1970s with a screen name Komal in some movies but was not successful. After a relationship they got married on 9 July 1980 when Jupiter-Mercury in Vimshottari was running in the horoscope of Shatrughan Sinha. Jupiter is in the 5th house of love affair and Mercury is in the 7th house of marriage in Rashi chart. Jupiter is giving aspect to the 7th house of marriage in Navamsha. The sub period lord Mercury is in mutual aspect with the lagan lord of Navamsha Moon.

The couple had three children; Luv Sinha and Kush Sinha the twins born on 1 June 1983 when Shatrughan Sinha was running under Jupiter-Venus in Vimshottari. Later a daughter Sonakshi Sinha was born on 2 June 1987 when her father was under Jupiter-Moon in Vimshottari. Jupiter is in the 5th house of children in Rashi chart. In Navamsha Jupiter is with 5th lord Mars. In Saptamsha the Jupiter is the lord of lagan itself. The birth of children took place in the sub periods of Venus and Moon. Venus is conjoined with 5th lord Mercury in the Rashi chart and in Saptamsha it is in the 5th house itself. Moon is in the 9th house in Rashi chart, which is the secondary house for child birth, and in Satamsha it is the 5th lord. All his children tried their luck in Hindi film industry but only daughter Sonakshi got some success in acting career.

Sadhe Sati of Shatrughan Sinha made him lose Rajesh Khanna as a friend

In 1992 when Saturn was transiting from Capricorn on the natal Moon of Shatrughan Sinha he made the mistake of his life which he still regret. He accepted the offer of Lal Krishna Advani to contest from the New Delhi seat in the by-election of Lok Sabha against Congress party’s Rajesh Khanna. He was then running under Vimshottari dasha of Saturn-Saturn with a ‘Sadhe-Sati’. Saturn is Vargottama but it is in enemy sign. In Chara dasha it was the period of Virgo having his Atamakaraka. He lost the election with nearly 27,000 votes. In his own words “ So angry was Khanna with me for contesting against him that he never forgave me. Looking back, I regret my decision, which was more an emotional one,” said Shatrughan.

He became the Raja Sabha MP two times from 1996 to 2008. He was the union cabinet minister of Health and Family Welfare from January 2003 to May 2004 during his Saturn-Moon and Saturn-Mars dashas at the time of Atal Bihari Vajpayee government at the center. In the Saturn-Jupiter dasha in Vimshottari he won the Lok Sabha election from Patna Sahib seat in Bihar. Saturn and Jupiter both are Vargottama. In Dashamasha the Saturn is in the 9th house and Jupiter is the lord of 9th house of luck. In the next Lok Sabha elections in May 2014 he again won from Patna Sahib seat with record margin during his Mercury-Venus dasha in Vimshottari. Mercury and Venus, as discuss earlier, are both in a good Raja Yoga in the 7th house of public life. But Mercury is the lord of 12th house in Navamsha and Dashamsha which did not favor him much to give a ministerial berth in the cabinet of Prime Minister Narendra Modi. Since Shatrughan Sinha is consider as a close associated of Lal Krishna Advani, the founder of BJP, with whom Modi didn’t have smooth relations so it was obvious that he was not given a cabinet post then.

Bitter relations with Modi and leaving the BJP

Shatrughan Sinha got annoyed with Modi and Amit Shah for not giving him post in the central government. He started criticizing autocratic style of both Modi and Amit Shah particularly after the BJP lost the Bihar assembly elections in November 2015. But Modi and Amit Shah played smartly as they did not ousted Shatrughan Sinha from the party despite his repeated rebellious statements. They deliberately resisted from taking any tough disciplinary action against Shatrughan Sinha so that he did not get any public sympathy. In March 2019 when Shatrughan Sinha was passing through Mercury-Mars-Jupiter he declared that he will join the Congress party.

Shatrughan Sinha Vs Ravi Shankar Prasad- who will win from Patna Sahib Lok Sabha Seat ?

Now when Shatrughan Sinha has formally joined the Congress party and contesting from Patna Sahib Lok Sabha seat at their ticket the BJP has put their senior leader Ravi Shankar Prasad, who also comes from Kayastha community, to give him a challenge. On the 19th of May the voting will be conducted at Patna Sahib for Lok Sabha elections. In transit Venus the lagan lord of Shatrughan Sinha will be in Aries in the 12th house. The 10th lord Saturn is already transiting from Sagittarius his 8th house, is it not the planetary signal of a loss? Rahu and Ketu are transiting at the 2/8 axis at their natal position with Mars joining them soon in Gemini which will afflict the 8th house of Shatrughan Sinha. His wife Poonam Sinha is contesting from the ticket of Samajwadi Party from Lucknow against union Home minister Rajnath Singh. Under this adverse dashas and transit both Shatrughan Sinha and his wife are likely to face a loss in the election battle field.

In Chara dasha the period of Gemini-Sagittarius is running from January 2019 to June 2019. Both dasha Rashi’s are 2/8 from the lagan and 6/12 from the Moon. Atamakaraka Jupiter aspect them and a malefic Rahu is also influencing these signs. Amatayakaraka Sun is in the 6th house from Gemini and in the 12th house of losses from the sub period sign Sagittarius. So a loss in the election looks like inevitable for both Shatrughan Sinha and his wife Poona Sinha which would be a big setback for them.

Ravi Shankar Prasad is lawyer by profession. He is the minister of law and justice and Electronics and Information Technology. He made the mess of both ministries with his poor work ethics. He was not able to convince the Higher Judiciary for accepting National Judicial Appointment Commission which resulted in a crisis situation in the appointment of judges in India. As the minister of IT and Telecommunication his work was though somewhat better but Indian IT industry is struggling with lack of jobs for about which he do not seems to have any clue. The figure of pending court cases ( 33 crores in 2019) is at the highest since Independence and Ravi Shankar Prasad never seems to be bothered about it. As a telecommunication minister he was responsible for the losses of state owned PSU’s BSNL and MTNL which are now under accumulated losses of Rs. 90,000 crores.

BSNL will layoff 54,000 employees and MTNL will kick-out 12,000 after the Lok Sabha Elections 2019 thanks to the disastrous policies of BJP led government which supported Mukesh Ambani’s JIO openly without being ashamed. Reliance JIO and Paytm openly used the picture of Narendra Modi for their advertisement in News Paper though they later apologized for the same. But anyone with little wisdom, which is uncommon in India these days, can understand this that present government is clearly destroying the public sector companies to favor these private business entities who in return fund their expensive election campaigns.

Since Ravi Shankar Prasad is running with a better dasha of Saturn-Mercury in Vimshottari as compare to his opponent Shatrughan Sinha so he is likely to win the Lok Sabha Election from Patna Sahib. But his upcoming dasha of Saturn-Ketu from March 2020 to April 2021 and later Saturn-Venus ( April 2021 to June 2024) also will give him lots of controversies and humiliation. He will get only one cabinet ministry this time and in that also he will perform badly causing an embarrassment for the BJP. His Chara dasha of Leo with Ganatikaraka Mercury in it and Amatayakaraka Mars falling in the 12th house shows that he will not succeed as a cabinet minister and is going to attract controversies only. He will also face health troubles during 2020 to 2024 as the sub period of Ketu and Venus in the major period of Saturn shows. M.K. Stalin- the future chief minister of Tamil Nadu

Tamil Nadu will be going through Lok Sabha elections for 39 seats and by-elections for assembly’s 22 seats in the months of April-May 2019. This will be the first elections since last 4 decades when people of Tamil Nadu will be voting in a political vacuum created after the demise of AIADMK leader J. Jayalalithaa and DMK chief M. Karunanidhi. While Jayalalithaa did not allowed anyone to occupy the second position in her party but the DMK chief M.Karunanidhi had made the smart choice by grooming his son M.K. Stalin as his political heir. The Scorpio lagna horoscope of M.K. Stalin has a great Raja Yoga of Sun and Moon which would give him the post of chief minister of Tamil Nadu in the assembly elections of 2021. M.K. Stalin is also likely to lead DMK into a big win along with its alliance Congress in the majority of 39 Lok Sabha seats in Tamil Nadu.

AIADMK on the other hand is more concern to win by-elections as it is ruling with a wafer thin majority in the assembly. They need to win at least 10 assembly seats out of 22 in the by-elections which will be conducted with the Lok Sabha polls. The horoscope of Tamil Nadu chief minister K. Palaniswamy is not available. The horoscope of O. Panneerselvam, who is now second in command in AIADMK, is also not confirmed. The Ashtam Shani Gochar in the horoscope of Tamil Nadu with the Jupiter-Saturn dasha in Vimshottari during April 2016 to October 2018 had brought an enigmatic change in the politics of this state. The death of J.Jayalalithaa ( 5 December 2016) and later Karunanidhi’s illness was happen at the time when Saturn was transiting from Scorpio in the 8th house from the natal Moon of Tamil Nadu state which is in Aries. Jupiter-Saturn dasha was running then both in the 6/8 position has to give a major shock to the politics of this state. Now the Jupiter-Mercury dasha from October 2018 to January 2021 is not indicating the fall of current AIADMK government in Tamil Nadu. Modi’s reservation gamble and fear of Judicial clash with government

In the mid of January this year Modi government presented 10% quota bill for economically weaker section from general category people on the last day of the winter session of the parliament. As expected major opposition parties, including Congress, voted in favor of this bill after some verbal tantrum in debates in the lower and upper house of the parliament. This constitutional amendment bill, giving quota to the forward cast, has bring two major amendments in the article 15 and article 16 of the constitution. The article 15 of the constitution which prohibit the state from making any discrimination on the basis of cast, sex, race and religion has been amended with clause (6) which now give the right to the state to grant quota to the 10% economically weaker section in general category which is separate from the OBC, SC and ST existing reservation of 50% quota in jobs and higher education institution. The another insertion is the clause 6 in Article 16 which authorized the state to give maximum 10% quota to EWS (economically weaker section) in government jobs and education institutions. Article 16 of the constitution gives equality of opportunity in the matter of public employment.

However, this constitution amendment bill is silent on the definition of ‘economically weaker section’ and leave it to the states to notify conditions for the same from time to time. At present the central government has said in the bill that a person will be entitle to economically weaker section (EWS) category if “his annual income is below Rs. 8 Lakh, agricultural land is less than 5 acres, residential house is smaller than 1000 square feet in village or residential plot is smaller than 109 yards in notified municipality or smaller than the 209 yards in non-municipal area”. This eligibility criteria is the biggest flaw of this bill because as per the agricultural census of 2015-16 around 86% of the landholding farmers have less than 5 acres of land with them. According to the National Sample Survey Office (NSSO) 2011-12 report 95% of Indian’s in rural and urban areas earn less than 8 lakhs per year. Moreover, the constitution of India under Article 15 (4) says, “ special provisions may be made for the advancement of any socially and educationally backward class and for the Scheduled Castes and the Scheduled Tribes”. But the constitution has given no right to the government to make any special provisions for ‘economically weaker sections’ of society.

If we study this situation astrologically we will find that when last time Saturn was in Sagittarius during 1989-90 the OBC Reservation on Mandal commission report, Ram Temple agitations by BJP and the Bofors scam were the three major political issues that rocked the Indian politics and later bring Earth-shaking changes in the society. After the loss of Rajive Gandhi in general elections of 1989 because of Bofors allegations no other Indian prime minister has shown courage in speeding-up the process of the procurement of defense equipment’s from abroad through big contracts. Narendra Modi did it in case of Rafael in government to government deal with France but is facing charges of nepotism. Now Saturn is again transiting in Sagittarius; look how the Rafael and Augusta scandals have come into the limelight, BJP is feeling nervous on the slow progress of Ram Temple case in the Supreme Court and then this ‘Pandora box’ of reservation now opened by non-other then Narendra Modi himself who is believed to be the staunch supporter of privatization and disinvestment policy.

In the last six month we have seen so many important Supreme Court judgments in the matters related with sex and marital laws. The landmark judgments of apex court scraping ‘section 377- declaring gay sex not a crime….’ and striking down section 497- making adultery not a crime were come in the month of September 2018 during this sub period of Ketu. There will be no surprise if this matter of ‘10% quota for forward cast’ will get decided by the apex court during the upcoming Jupiter-Venus period from May 2019 to December 2021. Venus as the lord of 8^th house is placed in the 11^th house of the law enacted by the parliament. Venus is conjoined with 6^th lord Sun and the lagna and 8^th lord Jupiter showing the possible historic judgments by the apex court which will largely effect the Indian society. In Navamsha Venus is strongly placed in the 10th house with the 10th lord Moon . In all likelihood when the transiting Saturn and Jupiter will come into Makar rashi, which is the 11^th house of the Indian Republic horoscope, the apex court may deliver some big verdict on the ‘forward cast quota bill’ , ‘Ayodhya Ram Temple case’ and some important laws related with marriage as signified by the Venus. The matter of ‘Nikha-Halala’ and ‘polygamy in Muslims’ may reach to the apex court soon. All these important events are likely to occur in the most enigmatic manner in year 2020.

Saturn in Makar and Important Judgments on Reservation cases

Now coming back to reservation issue again, last time when Saturn was in Capricorn (Makar) in 1992 the 9 judges constitutional bench of the Supreme Court had given a decisive verdict of putting a cap of 50% at the reservations in the Indira Sawhney & others Vs. Union of India case. The apex court had also given orders to imply ‘creamy layer’ condition in OBC quota to exclude economically well-off sections from the benefits of reservations. Interestingly in 1963 also Saturn was in Capricorn when the Supreme Court had put a cap of 50% on the collages reservations of seats in the ‘MR Balaji & Others Vs. Mysore AIR 1963 SC 649’ case. But this judgment has not been implemented by Tamil Nadu which, thanks to the 9^th Schedule of constitution, is giving 69% of reservations. In Rajasthan and Maharashtra the reservations have also exceeded the 50% of limit and cases have been filed against it in the High courts of respective states.

Now if we go back to 1932 when historic ‘Poona Pact’ was signed between Dr. B.R. Ambedkar and Mahatama Gandhi in which Gandhi was able to pursue the Dalit leaders to discard the British proposal for separate electorate and giving minority status to the SC and ST community. In return the SC and ST communities were offered the 19% of seats in the provincial’s legislatures in British India by the Congress party on the commitment of Gandhi . Congress party also agreed to give the adequate representations to the depress classes (SC and ST) in the civil services. The ‘Poona Pact’ later become the foundation of India’s affirmative policy.

Foundation Horoscope of India

In the foundation horoscope of India the Vimshottari dasha of Moon-Jupiter is running from August 2018 to December 2019. Jupiter as the 11^th lord of ‘laws enacted in the parliament’ is falling in the 6^th house of court cases. During this sub period of Jupiter it-self it is highly likely that Supreme court may put a ‘stay’ on the ‘124^th Constitutional amendment bill giving 10% quota for forward cast’ passed by the Modi government. Later when the transiting Saturn will reach into the Capricorn, the 9^th house of the foundation chart of India, the apex court may give some landmark judgment in this case filed by the ‘Youth for Equality’ against the Union Government of India on the matter of ‘10% quota for forward cast’. The Supreme Court may not only cancel this ‘10% quota for forward cast’ terming it as Unconstitutional but it can also further make some important judgments which would adversely affect the state governments giving more than 50% of reservations in jobs and education institution. Saturn-Jupiter transiting from ‘Makar’ (Capricorn) in the 9^th house of higher judiciary are likely to bring equality and justice in the reservation policy for higher education and government jobs by the means of big ‘Supreme court verdicts’.

In year 2020-21 the Moon-Saturn dasha in the foundation horoscope of India can also bring decisive judgment on the Ram Temple case in favor of Hindu litigants. So the politics of ‘Mandal and Kamandal’ is going to influence the Indian political scene again like it did during the last time when Saturn was transiting at the junction of Sagittarius and Capricorn in 1989-1991. The Supreme Court may this time force the central government to make the ‘cast census’ public which could further effect the social fabric of Indian society like it has happen after the implementation of Mandal report giving 27% quota to the OBC in central government jobs.
